The Spectrum of Community Engagement to Ownership Toolset for Community Climate Shift (CCS)

This toolset, developed by Facilitating Power for the Community Climate Shift initiative, is an adaptation of the Spectrum of Community Engagement to Ownership. It supports CCS-aligned governments and community-based organizations in building stronger, equity-centered partnerships. The resource includes key definitions, a rubric to assess current positioning on the Spectrum, and suggested actions for stakeholders to advance toward more collaborative, community-led approaches to building decarbonization.
